so my joemeek JM47 stopped working - when i plug in there is the sound of the phantom power charging then silence - im not an engineer , but im willng to have a go if instructed- i do have a meter, solder iron etc

Try opening it and see if there are any bad solder joints or broken wires. Also check the -10 dB switch with the meter.

cannot find a dry joint- -10db switch is working - i removed the diaphram wires and there is no continuety through it - should there be?
Try put the mic into a bag with some dessicant material for several days.
There is possibility humidity build up in the capsule and stop working.
Was the mic used for close miking vocals? Was it used in an environnement with tobaco smoke? Was the singer drinking alcool while performing?
All this can lead to the issue mentioned.

If you still want to fix the old jm47, newark (farnell in UK) has condensor cardioid mike https://www.newark.com/stellar-labs/35-5975/studio-condenser-cardioid-microphone/dp/26Y8665 with a 18 mm capsule you might want to transplant to your housing & electronics. Rolls off at about 14 khz, with a peak at 10 khz. Filter may be electronic, but for $32, worth a try IMHO. Mine is fairly accurate on my acoustic piano, which is a tough sound source that reveals distortions blatantly. I had a pair of Shure KSM27 side address 1" mikes, but they had too much pawn shop value, attracted a burglar.

Do you have power on the board? You should have 36v at r12/r11 junction.
