I am thinking you don't want a rebuild, which is to overhaul an existing unit. But rather you want someone to build you one from scratch. What we call a clone. Perhaps?
Maybe somebody is interested in drawing a new exact 1:1 copy of the PCB shown in the PDF, not impossible, but I wouldn´t hold my breath.
Problem is this is a somewhat complex job, "to make just one" .
3 possibilities:
1) by far the best: write Peavey and ask them if they have a spare PCB/preamp collecting dust on a shelf.
They are known to keep spares for decades, even design new mini-modules to replace obsolete ICs, etc.

2) there are some software packages, such as SPRINT, which allow you to import a graphic image such as shown on page 2, you convert that page of PDF into a .gif or .jpg , you open that image on Sprint screen as a background and then you copy it, you draw on that image, by first placing pads in the proper places, then join them with tracks, then you erase background which is on a separate layer and end up with printable PCB artwork, black on white.
You won´t get Gerbers for Chinese fabrication because you didn´t use "parts" from their libraries but plain pads and tracks, but you can home make a PCB by laser transfer or photosensitive coating.
Better than nothing and quite usable, only taking a couple evenings.
3) forget Millenium and install there a ready made generic Bass preamp, many available and certainly some must have the same functionality: Blend - Bass - Treble - Parametric Mids , certainly Peavey is not unique in that aspect.
