I have not found anything about the location of the terminal cup. Should it be placed under the sound damping felt or in an area without felt?

Makes little difference. Usually it is not directly behind the drivers. I goop mine up with hot glue on the back after the wires are soldered on to deaden them. Remember, they are very thin compared to the cabinet. Don’t obsess.
