I used standard PVA glue for the cloth surround, but wondering what I should use to attach the rubber gasket back on? Does it matter or is it just for cosmetics? It doesn't go in the back, it goes on the front on top of the surround.

PVA/Elmer´s/carpenter´s glue works fine.
Only "problem" is that it´s not tacky (the way contact/neoprene cement is) so you have to clamp it down in place for an hour or two.
You can use the cabinet itself for that, put it face up on a carpet or wooden floor and the speaker on its own cutout, face down, so gasket lies flat and tight between them, speaker own weight is enough, no need for screws or clamps.

Vynil glue with short drying time that I bought in a hardware store. They are still up and running after many years.
Did you shim the voice coil? Just making sure before you glue the foam.
