Marantz MA700 amps won't turn on help

Has anyone by-passed the protection circuitry on the Marantz MA700 mono amps. I think the TMP47C101 may by bad. The amp won't turn on. It seems the chip is history, can't find them anywhere. Bought the amps as working units but they obviously don't. I've changed all caps and TA7317P IC
