Amp won't clip

Without describing the amp in question in detail (make/model/schematic) it's an impossible question to answer.
If a commerically manufactured amp, it likely may have a limiter circuit.
But that's all I can say.
No different than going online and saying: "I have a (no-name) car, the tire is bad, what can I replace it with?"
 
Was the source recorded very low? I find red book CD's that were produced in the late 80s for example, require more volume gain than CD's from the 2000's. In some cases a lot more, plus some 😉

And bass is often too emphasized with current recordings. But thats another topic.

I never had my little Nad 326 bee clip. Even while running 4 ohm stand mounts, with the soft clipping engaged. I have spun it up close to full volume on a few occasions. Don't get me wrong it was LOUD. It just wouldn't clip. Those things hold there composure like true champs.
