I don't get it.
During these times, when many are homebound, someone thought it might be nice to stare out a different window. I think the idea is rather clever.
Maybe it's just I don't even have time to stare out my OWN window. Shame as I've caught a few glimses of a sparrowhawk around.

I have a skylight right over my computer table and watch the clouds looking for shapes whenever I can.

Insecam seems to be permanent installations? WindowSwap asks that you submit a 10 minute clip. They go from one to the next automatically.

Insecam literally stands for "insecure cam", which means these are all cameras that were not secured by the owner or installer. They must have servers that crawl the internet looking for the cams. I bet 90% or more of the owners have no idea their cams are "live" on the interwebs. Although, it is possible to submit your camera(s) if you really want to (??).
Fusor's use of the word "snoop" is entirely appropriate.

Re Insecam, I would say owners not so much ‘don’t know’ as don’t care. My own cams are not password protected. Why bother? The big event of the day is the mailman’s arrival. These cams seem to be mostly similar to mine, property surveillance. And a business owner might well submit their cameras to let the world look through their store.
