my Kenwood A94 Amp has stopped outputting music to the surround speakers.
Main speakers and center speakers work fine.
When I stop the CD, Vinyl etc and turn the main and rear speaker volumes up and down I can hear the surround speakers hum. So do I have a capacitor on the surround channel breaking down or something else.

As you say your centre speakers are okay , as both those and the surround speakers are on the one audio IC --IC 4 its less likely its that IC that's at fault ------but it COULD be .
I would check up to the previous electronic volume -IC 8/2/2 to see if a signal is reaching that point first .
If it is then its possible part of IC 4 is faulty.

I just re checked my system and I as wrong the centre speaker also does not work same result I turn up the volumes and I hear the hum in speakers when the music is off. But when CD etc played no output except from the main speakers. So I assume the problem will be with the IC4 that has both sets of speaker outputs. IC4 SKT4154/5 as far as I can make out is the correct one for my 220/240v system.
