I am new to this stuff and want to make sure I am accessing the right area to change my burnt front panel lights.
Is it best to remove the knobs and front panel or can I access the bulbs by removing the metal cover/cb shown in the picture just under the two leads going to the dial needle light??

Remove the top metal part. You can't reach the bulbs from the front of the receiver. If you remove the top metal part you will reach the slim pcb which holds all the fuse bulbs.

What about the FM Dial pointer... Can I run it all the way to one side and then just remove the panel behind it?
I heard the bulbs are glued in and you need a heat gun to carefully loosen the adhesive so you can pull the bulbs free
I really don't remember if they're glued or not. But i don't have any heatgun, so i think i pulled them with my fingers at that time 🙂
