Yes but my scope-meter took a ****. I'm just not use to not having a floating ground and I'm too scared to attach the lead off the probe to anywhere on the board cuz i don't know where its safe and don't know when its necessary so I just ask.
If the scope chassis ground and the 12v PS ground are connected, you don't need to connect the probe ground to anything for most tests.

That sounds like you have a shorted inductor. Try twisting them while measuring the voltage as you did when you read 56v to see if the voltage changes/drops.
