They are all 25v caps Perry.
So I used a 7815, what voltages should I have coming out of the regulators.
As soon as the rectifiers are put back into amplifier it goes straight into protection.

Measuring with the black probe on the ground (center) terminal of each regulator, you should read the rated voltage of the regulator.
Don't use the amp grounds. Place the black probe on the center terminal.

You didn't mention the negative regulator. The negative terminal on the negative regulator is #1.
Sorry Perry my +-15vdc is present at the regulator and on the opamps.
I removed all the output transistors and retested them a tested good.
Still if I place the outputs in curcuit and the rectifiers straight into protecrion

Bottom left of bottom opamp on driver card. Where should I ground scope?

C1 or the op-amp may be defective. The cap is in the range of 220-330pf (don't have exact value). The average frequency that I was seeing was about 75kHz. Anything between 75 and 100k should be OK.
What is the part number for that opamp? Lm311? Or is it the tl072? I believe this card is in the quide somewhere.
Ok so I found it in the guide. So i changed the cap first with a 220pF 50v capacitor. Same effect 60hrz on pin1. Soni changed the opamp tl072. Same effect. I have the same signal now.
Did you see the signal that you are supposed to have on that terminal on that page?
Maybe try re-soldering the other components in that area.
