What would cause the voltage on the ac square wave of one bank to be 100v less than it should be?

What is the amplitude of the other 3 groups?
Do you have full rail voltage on the bad group?
Do you have the same drive level on both the high and low drives as you do on the other groups?

The other 3 banks are at 244v ac
The the bank in question is at 139v ac
All banks are sitting at 106v dc

If the rail voltage and the drive is present at the outputs, I don't see how the voltage could be anything other than full rail to rail. Even a shorted inductor couldn't pull it down unless there was very high current draw.
