Well a missing rail will often do that, also missing internal clock signals.

You have to troubleshoot the symptom you see in front of you which is a spinning motor. Begin at the motor and work back. The motor obviously has voltage present so look at the input to the motor drive amp and keep working back to piece all the evidence together.

Checking ALL rails is the first rule of fault-finding.
