Th e power light doesn’t come on and it will produce regulated voltage then it won’t like the regulated voltages cycle on and off .
And the amp only produces 13 volts of rail voltage

The fixative that is on resistors and the terminals of any component is most critical.
The regulators generally show signs of heat stress around them if there is a problem. Do you see that here? Are there bad solder connections on the regulator transistors?

I don’t see any signs of heating .
This circuit board needs a bath it’s very dusty and dirty .
Would you recommend washing it in the sink or taking it to a car wash and spraying it with a hose and blowing it off with air and letting it sit a couple of days ?
And once I clean the board I will
touch up some solder joints

I'd just clean the areas where I wanted to resolder with a toothbrush and acetone.
I'm assuming the board is dirty on the other side because this side is clean.
After it's repaired, you can wash it... or before, if that's what you feel is best.
