Yes. The large holes mount the board to the heat sink. The smaller stitching holes do connect to another large plane on the top side.

I don't see it as being an issue. It's not going to reduce the current capacity appreciably and if it's ground, the screws that go through from the other side short the trace to the sink so the bare area isn't a problem.
The vias that are not filled for one of the rectifiers may be corroded. I don't know what the board layout on top is like but if those being open would cause an issue, run a strand of wire through them and solder on both sides of the board.
