Morgan Jones volume 4 has some high voltage c multiplier in it . The circuit is not as forgotten as you thinks . your k-multiplifer is still a well done circuit non the less.

right now I applied 9V(battery) to the LED/680ohm....and it lights ok

hmm...+15V from a 12 trafo maybe I have too much voltage drop for the LED to function ?

but I don't understand how it's working
from what I can see in schematic, both ends of the LED are connected to +

The LED is only supposed to flash when it turns on.

BTW, that's a super-stylish trafo there.
