The total cost is round about 100 Euro without PCBs. It needs 2 PSU. 8V for LEDs (apr. 3...3,5A) and +/- 15V for preamplifier (150 mA). But only if you can produce your own PCBs.

Here are a few components. Power supply for 8V with stabilization with Zener diode and 2N3055, + / -15 V power supply with LM317/337 and preamplifier.
