Thats russian film capacitors of soviet era, most probably they are still good. Many years ago tried to heat similar ones, while checking capacity at same time, and capacity not changes , so they are not ceramic . Downside of them is their big size and they are not precise, maybe +-10 percent tolerance ( letter N and I ). Tested similar one recently , 330nf 100v ,manually increasing voltage, no leakage until it shorts at 306V dc (!) ,so a good safety margin.

Looks like K73-17, usual film (lavsan = mylar = PET), 1989, April and March. Those caps were ok that days and I guess they are ok now.
In the Soviet Union this film was named as lavsan (in short) or Polyethylene terephthalate as officicial name.
04 and 03 are months but not weeks. Weeks typically were not used when labeling, only years and month were used usually, both for electronic components and anything other like whole devices.

About old caps, I have tested these Nichicon fine gold. Compared to new Nichicon muse .
I might be deaf or just can't hear any big difference . The new muse might have " better" mids and the old fine gold better highs or it might be just in my mind.

H9822 is 1998?
And H2311 2023 ?

0.36ohm new muse nichicon
0.5ohm old fine gold nichicon.
