I'm planning to build a pair of bookshelf speaker in BR enclosure with a maximum volume of 15lt. I'm looking for a FR driver with decent bass performance, and a warm and emotional sound rather than analytical. I'll use a tpa3116 amp.
i've taken in consideration w4-1337, here in comparison with a scanspeak:

Faital Pro 4FE32 $36ea. 91dB. Smooth. Good strong Nd motor and lower Qts for smaller cabinet.
More money isn't always best. For some great sounding budget fun, you can't beat a Dayton PA130-8 $18 ea. It will reach 65Hz but is very sensitive and great midrange.
I have not heard this one but it looks interesting. Up to 15khz with carbon fiber cone and low Qts for vented compact box.

Tang Bands are nice but W4-1320 sounds a bit dark in HF's. I think the Faital Pro just sounds more neutral and has higher sensitivity at lower price. It doesn't look cool though - boring industrial black. Neither does the PA130-8 about looking cool. No cast frames no phase plug.
A pair of MarkAudio CHP-70's or CHR-70's should suit you. Ordering them from Madisound in the USwould cost 150 euros shipped. I know that's outside your budget, but they're made exactly for what you want and the enclosure would be well within your size request. Some folks say the CHP-70 needs help on the higher end. I don't agree. I have a pair in Planet 10 Audio slim golden ratio enclosures and they sounds great.
Even the CHN-70, which is only 27 US dollars plays quite nicely in a small enclosure. I have a pair on my desk at work. They would cost a little more than 100 euros shipped.

I would avoid the CHN70 - it has just about the most-colored output of any 4in fullrange there is. For more info look in this thread:
