For vibration reduction/isolation, there's some place in Germany that sells the little rubber mounts with metal thread ends (for a crazy price, too!) but you can find these in the US from Mcmasters carr, I think
The actual 'shock proof' mounts are something else again that used to be used in military equipment - this used a type of flexible rubber/silicon collar but you can make these yourself using the same mounting plates as from the same 'vt4c' or make them yourself
It's interesting that you're looking for a system to isolate the tubes/valves from the chassis as these vibrations are often the most significant but overlooked source of trouble.

Some companies sell a silicon band to fit around the valve at greatly inflated prices because people are daft enough to shell out on them. Many companies, Mouser, RS components etc, sell red silicon bands for pennies or fleabay them for pounds as "audiophile quality dampers".

Ok so I found the company ( Audio Catalog ) that sells these but can't get a reply from them. Does anyone know of anywhere I can get these?
