Vc is frequency control. What you have there is a "VCTCXO", a frequency compensated VCXO.
I'd connect a 10K pot (a little Bourns 3339 or something) with the ends connected to Vcc and ground, the wiper connected to Vc, and Vc in turn connected to ground with a 0.01-0.1uF cap.

gmarsh ,
I got the picture yet how am I going to fine adjust the connected VR?

Adjustment not required, the pulling usually is very small, you won't hear any difference, but if you want, tune for nominal frequency.
But better get rid of TCXO's as absolute accuracy is a non-requirement for audio.
best
