Full quieting is when the maximum possible s/n is reached. The weakest signal for full quieting is the useful sensitivity.
Of course, FM stereo will require a much stronger signal strength than mono signals for the same quieting level,
around 20dB (X10) more. That "35" AIWA spec is the stereo signal strength in uV for 50dB quieting.

Sometimes a worse quieting level is used (as poor as 30dB s/n), which gives a weaker uV signal, and looks better in the specs.
