An update --
I just replaced the 1k R14 resistor and the voltages around Q4 were still the same. But I hadn't actually tried the board with my turntable so I thought I'd do that before looking for another problem.
And, yeah, it works. I'm still not sure if I should be concerned about the voltages around Q4 or not, but it does seem to be working now. I'll case it back up over the weekend and hopefully get back to some Pearl goodness.
