There have been so many entries in the past that didn't meet the topics, so is there a need really?!

One thing I think is that the topics shouldn't be too special that there may not be to many songs that match.

I think it should be at the discretion of the topic starter. The last topic I started had some potentially non compliant answers but I didn't think it that big a deal, but then again I'm a bit of an anarchist!
