I think Eric said that about their '65 single 'We Gotta Get Out Of This Place'.
It was even written into their (and later his) contracts that he has to perform that song if he wanted to get paid. It was the most requested song by GIs during the Vietnam War.
He may have said the same about Rising Sun, I don't know and he never mentioned it in the interviews I've read.

Alan Price was credited with the royalties for the song's arrangement and refused to share them with Eric Burdon and the other group members.
Burdon remains bitter to this day, and I recall seeing him in a documentary where he spoke of Price in less than flattering terms!
Ironically, Sinatra despised the song, calling it at one time "a piece of sh*t" and "the worst f*cking song that I have ever heard."
He was reluctant to record it because he said it sounded as if it was "about two f*gs who meet in the bus station bathroom."
