17 & 18 are the 0.47uf 21>24 are 100pf.....I think!...you get a bit dizzy looking at this board!
Anyway, the fact that you are getting the power voltage on your output tells me it's shorted somewhere....and as Brian says..you should be getting 23V+ on CPUMP(36).
It's no coincidence that CPUMP is supplied through VDDA and C9...very close to C10...so look closely for shorting.
