Mermprin was talking about carbon and metal FILM resistors, not carbon composite resistors. If you look at the datasheets standard SMD resistors can safely handle 5x the nominal rating for short pulses. Depends also on temperature of the element.

In general, yes you can replace them but look at http://www.vishay.com/ for datasheets if you want to be sure Mermprin.
