Now the measurement loop looks much cleaner indeed. In the 10mS timebase we can see input ripple shape too. Does the loop SNR get any better than 1.9mV RMS resolution for the yellow if you shut down the regulator during the measurement (at 10mS)?
 
Not sure what you mean by shutting down the regulator during the measurement. If I switch off the supply power the output trace disappears even though the scope is in AC mode and you have to wait until it stabilizes again. Anyhow, the SNR is worse with switched off supply power.

It disappears due to the transient until the scope's input coupling capacitor (in circuit when AC mode) recovers after DC is gone.

So by result there is nothing more that the regulator itself adds in the measurement loop given the noise floor resolution it can be achieved. The regulator under test looks properly done then.
