Why are they rare? I once heard a rumor that they are still being used by the military, and therefore the stocks have not been released to the civil market. Do you have any idea?

Speaking about military tubes.. If they are still used by the army, the won't be availiable next several years :)
Since our country is at war now, there is a trouble to get any military equipment, including tubes. Nevertheless if I find something I'll let you know.
