The standard budget measurement mic is probably the Behringer ECM8000, which is something like $30-$40, but requires phantom power. If you already have a suitable preamp, I seriously doubt you'll do better for the money.

If you don't mind a little DIY, then popular mic capsules are Panasonic WM-60 & WM61 - I think these available cheap at places like Parts Express etc. They DO need a preamp, and one I have been using is a design by Eric Wallin at http://www.gti.net/wallin/audio/audio.html - have a look at Preamp1 (one I am using) and Preamp II links.
