That's fine. You've measured the resistance which is often a little lower than the impedance. A couple of ohms lower is very unlikely to cause problems
I agree with ScottJoplin.
Also, the impedance of '8 ohm' speakers actually can be quite different at different frequencies, so I wouldn't worry too much about a bit of 'mismatch', especially if you are not driving your amplifier to its maximum output power...for most amp and speaker combinations.
Well if the rating are min 8 ohm at 22w.
Will the amp manage 4 ohm at 11w outtake?

No, the load on the amp remains the same, it still won't like the 4 ohm load
