Things could not be any worse than they are for the regulator. It's driving virtually 100% of the rail voltage to the op-amps.
Trying to get the regulator and change it, maybe get an spare one.
Whats the odds just changing one component, sound or smoke?

U101 and other op-amps could have been damaged by excessive voltage. That's a problem to deal with later, if it's a problem.
The regulators have internal protection and are pretty rugged. They're inexpensive so no big deal if it fails. That said, there is little to cause it to fail. It likely died a random death.

With the black probe on the amp's main ground terminal, what's the DC voltage on pins 4 and 8 of U101?
What's the DC voltage on pin 14 of U2?
change negative regulator and did not fix it
Q9 legs -27.7, -29.4, -27.7
pins 4 and 8 13.8, -27.3
u2 pin 14 29volts
now i had higher voltage power supply
