So that should give around -/+26 volts DC. That's the voltage going into the regulators.

Voltage dropped across the reg is 26-15 which is 11volts.
The maximum power dissipation of the 7815 is around 1.8 watts at 40 degrees ambient.

So maximum current draw for 1.8 watts dissipation is around 160 milliamps.

I must admit when worked out like that it's more than I would have thought so it could well be that the regs are fine without heatsinks. Try measuring the total current drawn from each 15 volt rail. Easiest way is to insert a 1 ohm resistor in series with the rail and measure the volt drop across it and then calculate current using ohms law.

160 ma will power at least 10 NE5532's in a quiescent state.
