it sounds like a standard troubleshooting porblem. searching at the output of your tuner. without a schematic it is impossible for me to make a suggestion. i will check monday for the schematic at work. if someone could post the tuner section i would try to help. will return monday evening to see if any help has arrived

The MPX output buffers are powered from their own B+. I'm looking at a 2270 diagram, but it should be similar. Check J315 for power, about 24 VDC. The buffers are H313 and H314, they should have about 24 V on the collectors and around 7 VDC on the emitters.
This would cause the symptoms that you have. Now, do you have a good meter, do you have an oscilloscope (to trace signals)?
