9mH seems a bit overdone, normally 2-3mH is OK.

chokes are from old cinema projector PSU for sound bulbs (lamps)
EI 72 iron, n original PSU worked at 5A
I have exactly two-perfectly adequate for 4A for Babbelfish J

At power supply frequency that would be the Capacitive Impedance, Xc, in series with the cap's ESR.
