Leach's parts list is usually pretty good.
I would be surprised if he had missed this out.
Try using 100nF 100V or higher Plastic film or Ceramic.
The schematic shows the central ground connected to the safety ground.
They are not the same thing.
Connect the chassis to the safety ground.
Connect all else to the audio ground.

C3P - 0.1 uF 250 V capacitor (DigiKey E2104-ND). This capacitor suppresses RF generated by switching transients in the bridge rectifier.
