Pin 1 is too high. Give me the voltage on all of the pins of IC2.

You have the pins numbered wrong. Start counting on the bottom left to right, then up and then right to left on the top. You don't need to redo these but you need to get them right on the op-amp.

Have you checked for shorted output transistors?

If so and none are shorted, desolder/lift one end of D606. Does the amp power up?

Be careful. Be ready to quickly disconnect the power supply. It may draw excessive current. Have the transistors clamped tightly to the sink and have a 10 amp fuse in the B+ line.
