I would just call it 8ohms Yes the impedence of the woffer and the tweeter will be in // at high frequencies but at high frequencys the woffer impedience will be so high hat the combined impedience won't be much below 8 ohms.
What woody says is usually the case, but there are some FRs (FF85, FE206, many of the Mark Audio) that have pretty flat impedance above resonance.
FRs with this kind of impedance typically don't need a tweeter.

4 ohms at HF, 8 ohms at LF and a transition between the 2 at the X-over point.

it seems like 10u and RL2 form as HPF (1/2.p.RL2.10u), so the Xover is at ~2kHz?
