I think it may be a rumour. It's best practice, but not legally enforced.
For a start it would outlaw most if not all the switched IEC inlets made by the likes of Bulgin, who as a reputable company I'm sure would not be selling illegal products and neither would reputable suppliers like RS and Farnell stock them.
