Is it purely the amps that are dangerous... ? Would a heater supply of 6.3V at 35mA be dangerous? or a 140V supply at 10mA be?
Discharged my gainclone PSU in my hand a coulpe of times in the beginning, only 35V but heck it hurt so much once, I got a cramp in my other hand...

It is only amps that are dangerous.But , because human body has quite large resistance , larger voltage is needed for higher current to flow.In the tests it has been estimated that about 1mA is a feeling threshold , while >20 mA may be deadful.
100V high current supply may be much more dangerous than 10kV with almost no current.
