That is because windows does not include a USB audio class 2 driver by default. You have to install one, and xmos did not write their own but rather decided to cross licenses one developed by someone else. Not due to any deficiency on their part.

Because it uses the standard UAC2 Async protocol rather than a proprietary, block-transfer mode based protocol used by m2tech. Apart from this, Xmos will work (without extra drivers) on both MacOS and Linux. Which are far better systems to consider for audio reproduction. When it comes to high-quality audio, windows is a problem to avoid, not a viable solution.
