Vhk etc isn't an absolute thing. It's not like semiconductors, where a gnat's more kills the device. It would be far better viewed as a leakage current through a poor, temperature sensitive, insulator. It depends a lot on your application, which is why manufacturers can bend the numbers. If you use the valve with a grounded cathode, Rhk isn't much of a problem, if you use it as a cathode follower, it's more of a problem, and if you use it as cascode, it's really a problem.

I realise this isn't a solid answer, but the problem is soggy.
