The above power supply is from amplifier ecc99/2A3 If you change L1with 10H 150mA 72Ω and L2 with 2.5H 300mA 18Ω the volts will change? if so how to fix it. And secondly if you change the capacitor 100 + 100 mF/500V with two film capacitors 100mF/500V i will have better sound?

If you use different chokes you may or may not get a voltage change. This depends on whether you are above or below the critical current for a choke input PSU. Most valve circuits are not too bothered about exact supply voltage.
Using film caps here will make little difference, apart from size and cost.
