Hi,
it's a bit difficult to tell but it looks, on my monitor, that a few isolated high points have worn through the insulation.
Shrink wrap or anything similar would be most unusual for the outer covering.

They are usually wrapped in a very tough (much tougher than sellotape) strip of plastic tape (without adhesive).

The wrap is done with a 55% overlap at the outside perimeter and this results in about 70% overlap at the bore. This ensures that at least two layers of insulation are present at the outer edge but due to the way the copper is wound the inner layers are always fatter and these ones would suffer damage. It just happens that these inner edges of the turns get at least three layers of insulation using the 55% overlap rule.
Some manufacturers will wrap the outer twice, giving six layers of insulation at the most vulnerable points (the fat bit).

This is quite a skilled job and needs many tens of metres of insulation but can be done at home if you can source the tape.

Fit the rubber washer.
AND
Insulate the top washer plate and bolt head so that accidental shorted turn CANNOT happen.
 
Just my 2 cents.

I'd get another transformer for now. You can repair the old one while listening to great sounds.

Rarely does one just build ONE chip amp. 😀 The old one can be repaired at your leisure and used in your next project after thorough testing.
