Help needed for building LI-Ion 9volt battery charger

To check the current out from your circuit you could use a resistor that would give around 6-7V with your set current limit. Then check that the current is OK.

If you want 100mA charging current, test with a 60 ohm resistor. The current should be 100mA and the voltage will (according to ohm law) be 6V.
 
How to check power supply max output current? With with (load Resistor)5ohm 20w resistor or any higher Rvalue?
& With Digital multimeter??

Or any other way to check output current .???

Putting meter on 10Amps and short circuiting will work? With low current measurement s??

You should NOT check maximal current, unless PSU is designed for current limited operation, but then it is rated for it, so dont need measuring. You should calculate rated current from rated power and rated voltage. Current limiting needs a circuit specially designed for this purpose.
