Success!
Not seeing 44v coming into the tuner board connection, I ohmed the line to the circuit side of the main board and discovered an open trace under the soldermask. It had vaporized for a good 1/2 inch and was barely visible.
I installed a jumper and then the tuner came to life.
Not sure what caused this line to burn, but the receiver has been running for an hour, with no sign of overheating. I'll run it for another day to be sure before giving it back to the owner.

Sorry folks, I know how much time has lapsed. I had put this project aside for more pressing jobs. So I finally found the cause: a burned and open trace on the bottom side of the main board. It had been hidden by a wire bundle. Not sure why it burned, but I jumpered it and the receiver now works great!
