As I mentioned in the intros section, my experience of working on TT's is zero but if you have a look at site called 'Vinyl Engine' you should be able to get the service info for this (Garrard 1025).
If its not spinning at all then I would be looking at basics such as checking the supply to the motor. The manual should detail the route the supply takes via any switches and so on that could have failed. Also make sure the motor isn't seized. I see it says its an 'idler driver'. If the motor is spinning then it could be something as simple as the rubber idler not gripping the TT.
