There is no rule and no sense in using capacitors 2x the voltage the application has. Pure nonsens. A 16 Volt electrolytic is good for 16 Volt plus some safety margain. A 25 Volt can take 25 Volt for ages if it is used right. Don't spread or fall for such false information.
@lad73 You are complicating a very simple thing. Fuse-transformer-rectifier-capacitor-integrated redulator-capacitor. Done!
Once again: A good quality SMPS is a much better, cheaper and less complicated thing to use in this place.
