Without a drill press, you aren't going to get a nice straight hole, and it will be oversize, and slightly tapered.

I understand what you are saying. It is hard to get a straight hole without a drill press. It can be done with a bit of preparation just not as easily.
The above is suggesting another improper federate which when coupled with the fact the set-up has no rigidity will equal intolerable tolerances.
If doing this by hand and you want accuracy?
1. Predrill center with dedicated center drill.
2. Drill thru with undersized bit "The next size smaller in whatever scale is being used."
3. Ream by hand using a hand reamer tool, cutting fluid and patience.
Or; Spend $25 at the local pawn for a drill press.
