you need a multimeter (either current or voltage) that is true RMS reading at audio frequencies.
You need a lowish distortion audio frequency signal generator.
You need some standard resistors.
You need to know how to do it.
Alternatively, a computer with appropriate sound card and the right software along with some testing hardware can do the job for you.
